False, Gray Claims About Boakai Administration's Projects and Budget

Claim 1: “President Boakai nearly spent two years in power yet has not initiated any major signature projects besides police booth and water projects.” 

Claim 2: “ President Boakai's 2024 budget was $738.86 million, while the 2025 budget is $880,661,774. In total, the Rescue Government has spent over $1.6 billion during this period.”

Verdict: False! Gray claims about projects and the budget of the Boakai administration.

Full Text: Gray is the immediate past representative of Montserrado County District #8 and an executive member of his Congress for Democratic Change.

Gray took to his Facebook handle on May 7, 2025, claiming that besides the mini-water supply system in Gbarpolu County executed by the Liberia Water and Sewer Corporation (LWSC), a dedication of a hand pump, and the Liberia National Police (LNP) mobile station on the Tubman Boulevard Road, President Joseph N. Boakai has not initiated major signature projects. 

Gray also made another claim in which he said, "President Boakai's 2024 budget was $738.86 million, while the 2025 budget is $880,661,774. 

In total, the Rescue Government has spent over $1.6 billion during this period.”

President Boakai is barely two years into his six-year mandate.

Verification:  TSM  found that one of the projects mentioned by Gray was previously posted by Shine Liberia, a local blog in Liberia, on February 7, 2021. By then, George M. Weah was still governing the country. 

To further authenticate this claim, TSM contacted Kula V. Fofana, presidential press secretary, but she has yet to respond. When she does, this article will be updated. 

Our research shows that since January 2024, President Joseph N. Boakai has initiated signature projects under his "ARREST" agenda (Agriculture, Roads, Rule of Law, Education, Sanitation, and Tourism). 

Aside from those projects posted by Gray, we found the National Agriculture Revitalization Initiative as another signature project of President Boakai.

According to the Naymote-Boakai Meter Annual Report, the government of Liberia has made strides across multiple sectors during the past year.

The report highlights several key achievements in economic development, including the Liberia Innovative Fund for Entrepreneurship (LIFE) program, through which fifteen Liberian-owned businesses received comprehensive support packages. Additionally, the government launched an ambitious six-year National Agriculture Development Plan worth over US$700 million, targeting food production across 50,000 acres of land.

In education, a $75 million foundational learning project has equipped 156 public schools with digital learning platforms and solar power systems. The technical and vocational education sector saw 1,949 trainees graduate across mechanical, building trades, and electrical departments, while specialized training was provided to 65 TVET trainers in countries including Ghana, Kenya, South Africa, and Zambia.

The report noted that work has commenced on major roads across all counties, including Nimba, Grand Gedeh, Lofa, and Montserrado.

 Healthcare initiatives include the graduation of 28 OB clinicians with specialized training in obstetric, neonatal, and pediatric care.  

A sanitation project in Bomi County, an electronic project for the Public Procurement and Concession Commission.

National Sanitation and Clean Water Access Program beyond the mentioned Gbarpolu water project to include nationwide water infrastructure improvements in both urban and rural areas. 

We also found the second claim about budget allocation to the president to be misleading following a review of the national fiscal budget for 2024 and 2025. 

These documents were published by the Ministry of Finance and Development Planning, the institution with the mandate to formulate, institutionalize, and administer economic development, fiscal, and tax policies for the promotion of sound and efficient management of financial resources of the government.

 

According to the 2024 fiscal budget, as seen above, President Boakai's (Executive Mansion 10,918,687) has $12,812,105 as budget turnout, which shows the actual expenditure for the year compared to the approved budget for the year.

Conclusion: Based upon the information provided and researched, both claims made by Gray are misleading. President Boakai has initiated multiple major signature projects beyond the water and police initiatives mentioned. 

Additionally, the budget figures cited misrepresent the distinction between the Executive Mansion's budget and the entire national budget. 

The national budget figures cited are approximately correct, but attributing the entire national budget as "President Boakai's budget" or claiming the entire amount has been "spent by the Rescue Government" is misleading, as it fails to distinguish between the president's office budget and the overall national budget that funds all government operations.
